Reddy has said a Slum Rehabilitation Authority on Mumbai model will be
soon constituted in Andhra Pradesh to make Urban areas of the State slum
free by 2014. The Chief Minister held a review meeting with Minister and
officials on Indirama Housing and Urban Housing for poor at Camp Office.
The Chief Minister asked the officials to speed up completion of the
Indiramma Housing and Housing for poor in the three mission cities and
other Municipalities on a mission mode. He said roof level and lintel
level housing under all phases of Indiramma Housing should be completed
first. Housing for those residing in huts and slums should be given
preference and should be given occupation on priority. The Chief Minister
said the Pulivendula-type verification of Indiramma Housing should be
taken up State-wide and all irregular allotments should be weeded out
under any cirucumstances. The verification should be fool-proof and the
Pulivendula exercise should be taken as a model.
The Chief Minister expressed his unhappiness about the progress of various
Housing Schemes in the State. He told the officials "Housing is one
programme where we did not get good mileage. The performance in this
sector was not satisfactory. This should be taken up in all seriousness
and the works should be speeded up. He asked the officials to come out
with a strategy and blueprint to solve the housing problems in the three
cities of Hyderabad, Visakhapatnam and Vijayawada and also in other major
towns.
The Chief Minister asked the officials to complete 12 lakhs Indiramma
Houses construction of which are in progress and are at lintel and roof
level by the end of June. The Chief Minister was informed that so far Rs.
9344.52 crores was spent on the Indiramma Housing. He was told that by
2009-10, over 17 lakh houses will be completed and another 33 lakh houses
by 2012.
The Chief Minister also agreed to the proposal for complete verification
of all the 'not started' houses and cancellation of all irregular not
started houses immediately and switch over all the not started houses in
urban areas to 'in situ' development of the slums. The Chief Minister
asked the officials to provide the necessary infrastructure at the
colonies where the Indiramma houses are being completed. Drinking water
and sanitation should be given top priority, he said.
The Chief Minister was told that there are 21 lakh households living in
6,190 slums and that the people here are clustered and disorganised and
living in unhygienic conditions. He was not at all happy with the progress
of urban housing for poor in Hyderabad. He wanted the GHMC, MA&UD and
Housing Department to come out with a concrete plan to complete
construction of the houses taken up so far including JNNURM, VAMBAY etc.
The Chief Minister wanted the various departments concerned to coordinate
and complete the Housing programme at the earliest.
Minister for Housing Silpa Mohan Reddy, Principal Secretary, Housing, MVPC
Sastry, MD, A.P.State Housing Corporation Ltd., R Subramaniam, Addl.
Commissioner, GHMC, Krishna Babu, Director, MA&UD, Pushpa Subramaniam,
Collector, Hyderabad, Navin Mittal and other officials attended the
meeting.
